Name, mobile number and PIN code finish it. That is enough for a consultant to open the call with "you were looking at the automatic diesel, buying around Deepavali, with a 2017 hatchback to exchange" instead of "how can I help you?".

Leave out what the buyer cannot know yet or will not share with a stranger: salary, exact loan amount, PAN or Aadhaar numbers, documents. Asking for them on a first form lowers trust and creates data you then have to protect. Finance details belong to the conversation with your finance executive, after the buyer has chosen to proceed.

Pre-owned forms differ. The buyer is choosing a budget band and body type more than a model, so we ask for those and for the latest model year they would accept. How do the CMVR dealer rules change pre-owned car buyer leads?

Since the Ministry of Road Transport and Highways notified G.S.R. 901(E) on 22 December 2022, the Central Motor Vehicles Rules carry a chapter for dealers of registered, that is pre-owned, vehicles. Rule 55A says a dealer needs an authorisation certificate in Form 29B from the RTO where the business is located, applied for online in Form 29A. It is valid for five years, must be displayed at the premises, and the dealer may not park or store sale stock on a public road.

Two parts matter directly to lead generation. Under Rule 55D, a car the dealer holds may be driven in a public place only for a reasonable trial or demonstration for a prospective buyer, or for trips to a workshop, an inspection centre or a PUC centre, and the authorisation number must be readable from at least fifteen metres. Under Rule 55E, each trip goes into an electronic register in Form 29F before it starts, and a printout travels in the car.

So a used-car test drive booked through a form is a regulated trip. We put the booking time, the car and the buyer's name into the lead record, which gives your staff what they need to fill the Form 29F entry before the key changes hands. We do not fill or file the register; that stays with the authorised dealer. We also avoid offering "take it home for the weekend" trials in ads, which sit awkwardly with a rule that limits use to a reasonable demonstration.

Which ad and data rules shape car dealership lead capture?

Finance is the first trap. Google's India financial-services verification page lists automotive advertisers that promote car leasing, financing and insurance among the advertiser types it covers, and says advertisers must be verified to show financial-services ads in India. If a campaign headline sells "0 down payment" or an EMI scheme, the account may need that verification, normally through Google's third-party verifier, before the ads can run. The compliant choices are to complete it, or to keep finance offers off the ad and explain them on the call.

Meta handles this differently. Its Special Ad Category for financial products and services is required for campaigns based in or aimed at the United States; Meta's own developer page does not set that requirement for ads shown only in India. That is not licence to be vague: an EMI figure in an instant form still has to match the lender's real terms, and the form should say the figure is indicative.

Price wording comes next. Label ex-showroom and on-road figures for what they are, and do not advertise a price that applies only to a variant you cannot supply; India's consumer-protection guidelines on misleading advertisements, issued by the CCPA in 2022, address bait offers of this kind. If your landing page sells packaged accessories or car-care kits, the Legal Metrology rules on pre-packed goods require their MRP to be shown inclusive of all taxes. That rule covers the packaged items, not the car's own price sheet.

The enquiry reaches the desk with its score, outlet and desk already set. An A lead (model chosen, buying this month or next, phone verified) goes to the consultant on duty with an alert. B leads go into the same day's call list. C leads get the brochure and price sheet on WhatsApp and a reminder later, if the buyer agreed to reminders.

Consent decides what follow-up is allowed. Under the Digital Personal Data Protection Act, 2023, consent should be specific to a purpose and as easy to withdraw as it was to give, so the form names the channels the buyer is agreeing to.
